I have the chance to catch a state record blue cat and I need some tips what gear and bait @SwampMafia

  Eaters. If you can get goldfish try them because they are very shiny and will stay alive for long periods of time on a hook.

  The state record blue is 20.1 pounds and this fish is no more than 40 pounds and I can't get shad @crookcody19

  Shad work extremely well for blue cats. A state record is going to probably be upward of 60 + pounds so you'll probably use a good 2 inch chunk of shad on a ...more 6/0 or 7/0 hook.
