A black guy 4-50 yrs old caught a 19 inch bass with nightclawer, I congratulated him and helped him to measure that fish. To my surprise he then tied it to his rope through the gill. I told him twice the limit here is 21 yet he laughed and ignored. So I walked away and for the first time, reported a fishing violation.
