On windy days in the summer and spring in which the wind is blowing the waves into the dam, are my favorite times to fish for Hybrid and White Bass at Phantom. The wind brings the baitfish up along the banks and this attracts the big fish! Caught this 23 inch Hybrid and a few others walking the dam in the beginning of spring.
